Significance: Jesus' citation in Luke 7:27 — drawn from Malachi 3:1 but incorporating Exodus 23:20 language — reflects a composite OT background in which Malachi consciously rewrites Exodus 23:20 (ʾănî šōlēaḥ malʾāk lĕpānêkā, "I am sending my messenger before your face") to announce the new-exodus forerunner. The original Exodus context involved the divine angel (malʾāk) appointed to lead Israel through the wilderness to Canaan; Malachi transfers this imagery to a prophetic messenger who will prepare Israel for a greater arrival. Jesus' identification of John with this composite messenger signals that the new exodus from spiritual bondage has begun. By connecting John to both Exodus 23 and Malachi 3, Jesus presents his own ministry as the fulfillment toward which both the wilderness march and the prophetic hope pointed: the Lord arriving at his people after a period of preparation.
