Significance: Acts 2:33's description of the exalted Jesus as having "received from the Father the promised Holy Spirit and poured out what you now see and hear" resonates with Ps 68:18's image of the triumphant king ascending on high and "receiving gifts among men" (laqachta mattanot ba'adam) — gifts associated with the divine warrior's victory procession. Paul explicitly applies Ps 68:18 to Christ's ascension and gift-giving in Eph 4:8, and the same interpretive tradition appears to underlie Acts 2:33: Christ's ascent and reception of the Spirit-as-gift from the Father parallels the victorious king's reception of tribute gifts at his enthronement. Early rabbinic tradition associated Ps 68:18 with Moses' ascent at Sinai to receive the Torah as a gift for Israel; the Acts and Ephesians applications form a counter-reading where Christ's greater ascent results in the superior gift of the Spirit to the new covenant community.
