Significance: Paul quotes Malachi 1:2-3 in Romans 9:13 to clinch his argument about unconditional election. Malachi's oracle, addressed to post-exilic Israel, recalls God's covenantal choice of Jacob over Esau as evidence of His enduring love for Israel despite their spiritual apathy. Paul deploys this quotation to demonstrate that God's elective purposes were established before the twins were born or had done anything good or bad (v. 11), making election dependent solely on "the One who calls" (tou kalountos). The language of "love" (ēgapēsa) and "hate" (emisēsa) reflects covenantal terminology: election and non-election for covenantal purposes, as seen in ancient Near Eastern treaty language. Paul's use moves the Malachi text from a national-historical referent (Israel vs. Edom) to a theological-soteriological principle about divine sovereignty in salvation. This quotation completes the Jacob-Esau illustration that began with Genesis 25:23 in verse 12.
