Significance: Paul quotes Hosea 1:10 (LXX 2:1) in Romans 9:26, immediately following his quotation of Hosea 2:23 in verse 25, to demonstrate God's sovereign freedom to include Gentiles among His covenant people. In Hosea's original context, the promise that those called "not my people" (Lo-Ammi) would be called "sons of the living God" (huioi theou zōntos) referred to the restoration of the northern kingdom after judgment. Paul applies this eschatologically to the inclusion of Gentiles in the new covenant community — a move warranted by the universal scope of the promise language "in the very place where it was said to them." The shift from Hosea 2:23 (v. 25) to Hosea 1:10 (v. 26) is significant: the first text speaks of restored covenant relationship ("my people"), while the second escalates to divine sonship ("sons of the living God"). This escalation pattern reflects the already/not-yet framework of new covenant fulfillment.
