Significance: Paul explicitly claims to be a "minister of the new covenant"—the very covenant Jeremiah predicted. "Letter kills" = the law written externally on stone condemns (cf. 3:7 "ministry of death"); "Spirit gives life" = Ezekiel's dry bones vision where Spirit animates the dead. Paul distinguishes covenants not by content but by mode of administration: old covenant written externally → condemnation; new covenant written internally by Spirit → life.
