Significance: John's declaration "There is no fear in love, but perfect love drives out fear, because fear involves punishment" contrasts sharply with Israel's response at Sinai: "When all the people saw the thunder and the flashes of lightning... the people were afraid and trembled, and they stood far off" (Exod 20:18). They begged Moses: "Do not let God speak to us, lest we die" (v.19). At Sinai, the dominant response was terror — even Moses trembled (Heb 12:21). John declares that in the New Covenant, "perfect love" has replaced fear entirely. Fear "involves punishment" — precisely what Sinai threatened: "whoever touches the mountain shall die" (Exod 19:12). Hebrews 12:18-24 provides the interpretive bridge, contrasting the terror of Sinai with the grace of the heavenly Jerusalem.
