Significance: Exodus 22:21 prohibits oppressing the foreigner (גֵּר, ger): "You must not mistreat or oppress a foreigner, for you were foreigners in the land of Egypt." Leviticus 19:18 commands "love your neighbor as yourself" (וְאָהַבְתָּ לְרֵעֲךָ כָּמוֹךָ, ve'ahavta lere'akha kamokha). The connection extends when Leviticus 19:34 explicitly applies the love command to foreigners: "You must treat the foreigner living among you as native-born and love him as yourself." Exodus's negative prohibition (do not oppress) evolves into Leviticus's positive command (actively love), with both grounded in the same exodus memory.
