Significance: Exodus 12:48 opens Passover participation to the foreigner (גֵּר, ger) who undergoes circumcision, granting him status "like a native of the land." Leviticus 19:33 extends this protective stance beyond ritual inclusion to daily life: "When a foreigner resides with you in your land, you must not oppress him."
