Significance: Exodus 22:7 brings property disputes before "God" (הָאֱלֹהִים, ha'elohim), the local judges, and Deuteronomy 17:8 establishes a central appellate court for cases "too difficult" (כִּי יִפָּלֵא, ki yippale') for local adjudication: "between one kind of bloodshed and another, one kind of lawsuit and another."
