Significance: Exodus 22:26 requires returning a garment taken as pledge (חֲבֹל, chavol) before sunset because it is the poor man's only covering. Deuteronomy 24:10 adds a procedural safeguard: "When you make a loan of any kind to your neighbor, do not go into his house to collect his pledge." This restriction prevents the creditor from entering the debtor's home to select the most valuable item, instead requiring the debtor to bring the pledge outside voluntarily. Deuteronomy develops the Exodus protection from a rule about return timing to a comprehensive regulation of the pledge-collection process itself, preserving the debtor's dignity and domestic privacy.
