Significance: Numbers 1:2-3 records a divinely commanded census: "Take a census (שְׂאוּ אֶת רֹאשׁ, se'u et rosh, 'lift up the head') of all the congregation of Israel" for military purposes, counting every man twenty years and older able to go to war. David's census in 2 Samuel 24:1 uses the same concept of military enumeration but proceeds without divine authorization — indeed, even Joab recognized it as wrongful (2 Sam 24:3). The contrast is instructive: in Numbers, God initiates the count and provides ransom provisions; in 2 Samuel, David initiates the count autonomously, resulting in plague. The parallel highlights the difference between numbering God's people under divine mandate versus royal presumption.
