Significance: Genesis 49:8-12 promises that "the scepter will not depart from Judah" and that Judah's brothers will bow to him. David in 1 Chronicles 28:4 explicitly claims this oracle's fulfillment: "the LORD, the God of Israel, chose me out of all my father's house to be king over Israel forever. For He chose Judah as leader (נָגִיד)."
