Significance: Moses establishes a tiered judiciary with himself hearing the difficult cases that local judges cannot resolve, and Jehoshaphat institutionalizes this same structure by appointing Levites, priests, and clan heads in Jerusalem as an appellate court for cases "too difficult" for local judges. Both texts use the concept of bringing cases before a higher authority grounded in divine law (מִשְׁפָּט, mishpat). Jehoshaphat's system distinguishes between matters "of the LORD" (handled by the chief priest) and "matters of the king" (handled by a civil official), developing Moses's simpler structure into a more elaborate institutional framework while preserving its theological foundation.
