Significance: Numbers 14:4 records Israel's shocking proposal at Kadesh: "Let us appoint a leader and return to Egypt." Nehemiah 9:17 recalls this exact episode in its great liturgical prayer of confession: "They appointed a leader to return them to their bondage in Egypt." Nehemiah's retelling places the rebellion within a sweeping recital of Israel's history, using it as evidence of the persistent pattern of stiff-necked resistance to God's leading.
