Significance: Both passages envision a מְסִלָּה (mesillah, "highway") connecting Israel's historic enemies. Isaiah 11:16 promises "a highway for the remnant of His people" from Assyria, modeled on the exodus from Egypt. Isaiah 19:23 escalates this dramatically: a highway from Egypt to Assyria on which former enemies travel not as exiles but as fellow worshipers. The later passage transforms the highway motif from an instrument of Israel's deliverance into a symbol of international reconciliation, where Egypt, Assyria, and Israel form a three-nation covenant community worshiping together (19:24-25).
