Significance: Isaiah 43:1 introduces God as "He who created you (בֹּרַאֲךָ, bor'akha), O Jacob, and He who formed you (יֹצֶרְךָ, yotserkha), O Israel," using the same verbs בָּרָא (bara, "create") and יָצַר (yatsar, "form") that describe God's creative work in Genesis 1-2. By applying creation vocabulary to Israel's national existence, Isaiah declares that Israel's formation as a people is itself an act of divine creation on the scale of Genesis. The God who created the cosmos now "creates" Israel anew through redemption from exile — restoration is presented as nothing less than a new act of creation by the same sovereign Creator.
