Significance: Isaiah 43:1-2 combines creation and exodus language: "He who created you... He who formed you... When you pass through the waters, I will be with you." The promise of safe passage through waters directly recalls Exodus 14 where Israel passed through the sea on dry ground. The verbs בָּרָא (bara, "create") and יָצַר (yatsar, "form") frame redemption as a creative act, while the water-crossing imagery ties it to the exodus paradigm. Isaiah presents the coming deliverance from Babylon as both a new creation and a new exodus — God will again bring His people through threatening waters to safety.
