Significance: Isaiah 52:1 promises that "the uncircumcised (עָרֵל, arel) and the unclean (טָמֵא, tame) will never again enter you," echoing Deuteronomy 23:3 which excludes specific peoples from entering "the assembly of the LORD" (קְהַל יְהוָה, qehal YHWH). Both passages regulate access to the holy community based on purity categories. However, Isaiah escalates the exclusion from specific peoples (Ammonites, Moabites in Deut 23) to a universal and permanent principle: the restored Jerusalem will be impenetrable to all impurity. The promise envisions eschatological Zion as a permanently holy city where the violations that Lamentations mourned (Lam 1:10 — foreigners entered the sanctuary) will never recur.
