Significance: Isaiah 51:9 and 52:1 both use the doubled imperative "Awake! Awake!" (עוּרִי עוּרִי, uri uri), but directed at different recipients. In 51:9, Israel calls on the "arm of the LORD" to awake — summoning God's power as in the exodus. In 52:1, the LORD responds by calling on Zion to awake — "Clothe yourself with strength (עֹז, oz), O Zion!" The rhetorical reversal is powerful: Israel cries for God to awake; God answers by telling Zion to awake. The repeated imperative creates a dialogical structure where divine and human awakening correspond — God's mighty arm (51:9) enables Zion's garments of strength and beauty (52:1).
