Significance: Isaiah 65:17 declares "I am creating (בּוֹרֵא, bore) new heavens and a new earth (שָׁמַיִם חֲדָשִׁים וָאָרֶץ חֲדָשָׁה)," deliberately echoing Genesis 1:1's "In the beginning God created (בָּרָא, bara) the heavens and the earth (הַשָּׁמַיִם וְאֵת הָאָרֶץ)." The same verb בָּרָא and the same paired nouns "heavens and earth" make the connection unmistakable. Isaiah declares that the Creator's work is not finished — the God who made the first heavens and earth will make new ones, and "the former things will not be remembered or come to mind." This is not renovation but new creation: the same divine creative power that called the cosmos into existence at the beginning will produce an entirely new cosmic order.
