Significance: Micah 7:19 promises that God "will vanquish our iniquities" and "cast out all our sins into the depths of the sea," echoing the scapegoat ritual of Leviticus 16:22 where the goat "shall bear on itself all their iniquities" (כָּל עֲוֹנֹתָם, kol avonotam) and carry them "to a remote area" (אֶרֶץ גְּזֵרָה, erets gezerah). Both texts envision the complete removal of sin to an inaccessible place -- the wilderness in Leviticus, the sea depths in Micah. Micah's imagery intensifies the scapegoat concept: instead of merely sending sins away to a barren land, God actively tramples and hurls them into the unreachable abyss. The Day of Atonement's ritual removal of iniquity thus provides the conceptual framework for Micah's eschatological promise of permanent sin-removal.
