Then Samuel took a flask of oil, poured it on Saul’s head, kissed him, and said, “Has not the LORD anointed you ruler over His inheritance?
This is a thematic/background connection, not the load-bearing warrant for Acts 10:38. Peter's statement that "God anointed Jesus of Nazareth with the Holy Spirit and with power" (echrisen) draws its formal force from Isaiah 61:1 (Jesus' own programmatic text, Luke 4:18-21) — see the separately built `Acts 10.38 → Isaiah 61.1` pair, which carries the CRITICAL warrant. Samuel's anointing of Saul with the horn of oil (1 Sam 10:1) belongs to the same canon-wide anointing motif — the oil-sign installing an office, on which the Spirit then "rushes" — and so it stands in the background of the "Anointed One" vocabulary Peter invokes, but 1 Sam 10:1 does not supply the citation Acts 10:38 reflects and is not listed in the Treasury of Scripture Knowledge register for Acts 10:38 (which points to Isa 61, Ps 45, Isa 11/42, Ps 2). It is retained here as a Longitudinal-Theme background pair for the anointing trajectory, with the primary warrant reassigned to Isaiah 61:1.
