Significance

Paul's synagogue sermon in Pisidian Antioch does not quote 1 Samuel 13:14 verbatim; Acts 13:22 is a four-seam composite citation (Mischzitat) stitched from distinct sites: (1) "I have found" (εὗρον) from Psalm 89:20 — a verb not in 1 Samuel 13:14; (2) "the son of Jesse," a Samuel-narrative epithet (1 Samuel 16:18) in neither source verse; (3) "a man after My heart" from 1 Samuel 13:14, doubly altered — αὐτοῦ→μου (the narrator's report becomes God's own self-testimony) and ἄνθρωπον (G444)→ἄνδρα (G435); (4) "who will do all My will" from Isaiah 44:28 LXX, where it is spoken of Cyrus — 1 Samuel 13:14 has only sought (biqqēš / ζητήσει), a search still open, not a man found. Paul's surface argument is Promise-Fulfillment, not a "direct type": God "testified about" David (ἐμαρτύρησεν — endorsement, not indictment), then moves "From the descendants of this man… the Savior Jesus, as He promised" (Acts 13:23; κατ' ἐπαγγελίαν, repeated vv.32-33). The foil in Paul's survey is Saul (removed, v.22), not David — hence Contrast, not a denial of David. The imported Cyrus-clause ("he will carry out My will in its entirety") staples a total-obedience standard the historical David never met (2 Samuel 11–12), opening a gap that is filled by Christ, the Man whose "food is to do the will of Him who sent Me" (John 4:34; cf. 8:29; Hebrews 5:8) — but that David→Christ identification is a warranted retrospective inference (Characteristic 5), preached as inference and kept level-separated from Paul's promissory surface, never fused with it.
