"This is the same Moses who told the Israelites, 'God will raise up for you a prophet like me from among your brothers'" (Acts 7:37; Deuteronomy 18:15). Stephen places on Moses' own lips the promise that seals his argument: the greatest of Israel's deliverers pointed beyond himself to a coming Prophet whom the people must heed. This is one of Scripture's genuine, NT-affirmed types — Moses the covenant-mediator prefiguring Christ, all five marks of valid typology holding (Peter names Jesus this Prophet at Acts 3:22-23; Stephen names him here). To reject the Prophet like Moses is to reject God's final word, for "God... has spoken to us by His Son" (Hebrews 1:1-2). Stephen's hearers, who honored Moses, stand convicted by Moses himself: the One they murdered is the Prophet Moses foretold, and to hear him is life.
