It is not in heaven, that you should need to ask, ‘Who will ascend into heaven to get it for us and proclaim it, that we may obey it?’

When the LORD your God has driven them out before you, do not say in your heart, “Because of my righteousness the LORD has brought me in to possess this land.” Rather, the LORD is driving out these nations before you because of their wickedness.
Paul reads Deuteronomy 30:12-14 with its own grain: the passage rests (via the opening "for" of 30:11) on the promise of 30:6 that the LORD himself will circumcise the heart, so Moses already speaks from the far side of exile and God-wrought renewal — and Paul, on the far side of the Christ-event, advances the same near word one epoch to the word of faith about Christ (redemptive-historical progression). The contrast he stages in Rom 10:5-8 runs between Leviticus 18:5's do-and-live and Deuteronomy 30's near word — one voice of Torah set against another, Moses against Moses — while the heaven/sea idiom of remoteness transfers analogically to Christ's incarnation and resurrection.
NT Use Pattern: Assimilated/Composite Citation — Paul opens with Deut 9:4's "Do not say in your heart," replaces "cross the sea" with "descend into the Abyss," attaches a Christological gloss to each clause, and drops the closing "so that you may obey it," keeping the mouth-and-heart pair. Nothing on the Paul/Moses axis is negated or inverted — the citation reworks the wording while reading Deuteronomy's own faith-side voice with the grain.
