Significance

The climactic verse of Paul's catena in Romans 3:10-18. Paul quotes Psalm 36:1, which describes the wicked person who has no fear of God, as the concluding summary of universal human sinfulness. The absence of the fear of God is the root diagnosis — every preceding sin described in the catena (lying, violence, cursing) flows from this fundamental failure. By placing this quotation last, Paul identifies godlessness as the fountainhead of all human corruption.
