Earlier text
"But this is the covenant I will make with the house of Israel after those days, declares the LORD. I will put My law in their minds and inscribe it on their hearts. And I will be their God, and they will be My people. No longer will each man teach his neighbor or his brother, saying, 'Know the LORD,' because they will all know Me, from the least of them to the greatest, declares the LORD. For I will forgive their iniquities and will remember their sins no more."
Closes inclusio around 8:3-10:18 (section on superior offering). Now focuses specifically on "Their sins and lawless acts I will remember no more" (10:17) to emphasize decisiveness of Christ's sacrifice for sins. Where there is forgiveness, no more offering for sin needed (10:18). The selective repetition highlights the key accomplishment—complete, unrepeatable forgiveness. God's "remembering" sins no more means they are dealt with finally, validating the claim that Christ's once-for-all sacrifice perfects for all time those being sanctified (10:14).
