Instead, they were longing for a better country, a heavenly one. Therefore God is not ashamed to be called their God, for He has prepared a city for them.

Exodus 3:6BSB

Then He said, "I am the God of your father, the God of Abraham, the God of Isaac, and the God of Jacob." At this, Moses hid his face, for he was afraid to look at God.

Significance

At the burning bush God names Himself "the God of your father, the God of Abraham, the God of Isaac, and the God of Jacob" (Exod 3:6) — a present-tense covenant-identity formula that grounds the exodus not in a newly arrived deity but in prior covenant fidelity to the fathers. Hebrews picks up exactly this formula's relational center: because the patriarchs were "longing for a better country, a heavenly one," therefore "God is not ashamed to be called their God (θεὸς αὐτῶν), for He has prepared a city for them" (Heb 11:16). The shared phrase is not a verbatim citation but the covenant-formula language — "their God" is the burning-bush "God of Abraham, Isaac, and Jacob" heard as a single relational claim — hence Allusion, carried by the canon-wide Covenant theme rather than by any type/antitype escalation (anti-default: nothing here is a person or institution heightened into its fulfilling antitype; it is the persistence of a covenant bond and the maturing of the patriarchs' hope, which is Longitudinal Theme funneling into Promise-Fulfillment). Hebrews makes the very inference Jesus draws against the Sadducees at Matt 22:32: a God who is (not was) the God of long-dead men is unashamed of that title precisely because the relationship is not annulled by the grave — He has a city ready for them. The original promise was a strip of Canaan; its fulfillment is not less land but more — an unshakable, heavenly homeland where God dwells with His people. The telos is sweet, not merely foreshadowed: the God who binds Himself to a person across death is not ashamed to own that bond, and the proof of His delight is a prepared city. To know Christ is to be claimed by that same unashamed covenant love, so that the believer's pilgrimage becomes a confident, savoring reach toward the God who calls Himself ours and has built us a home.
