The scepter will not depart from Judah, nor the staff from between his feet, until Shiloh comes and the allegiance of the nations is his.
Jacob's deathbed oracle lodges enduring royal authority in one tribe — lōʾ-yāsûr šēḇeṭ mîhûḏāh, "the scepter (shevet) shall not depart from Judah," with the lawgiver's staff (mechoqeq) between his feet, "until Shiloh comes." Genesis 49:10 is the canon's earliest tribally-specific messianic prophecy: the coming Ruler will be of Judah, not Levi. Hebrews 7:14 does not quote the verse; it presupposes its settled result — "it is clear that our Lord descended from Judah, a tribe as to which Moses said nothing about priests." This is an Echo: no shared wording, only the assumed canonical fact (the Judah-provenance of the Messiah) that Genesis 49:10 first established and that the whole Davidic genealogy carries (Ruth 4; 1 Chr 5:1-2; Matt 1; Luke 3). The connection is Redemptive-Historical Progression — the Judah-scepter promise advances along the canon to its terminus in a Lord literally born of Judah — and Promise-Fulfillment, the "until Shiloh comes" until-clause reaching its Comer; it is not typology, since Hebrews makes no figure-to-fulfillment correspondence claim about Judah but rather states a genealogical fact carrying a promise's end. The argument's force depends entirely on Genesis 49:10: because the scepter went to Judah and not Levi, Christ's priesthood cannot be Levitical, so "when the priesthood is changed, the law must be changed as well" (Heb 7:12) — opening the way for the better, indestructible priesthood "in the order of Melchizedek." The telos is sweet: the Lion of Judah who holds the scepter is the very One who is also our priest forever — King and Priest in one Person — so that the throne that rules us is the throne of the One who ever lives to intercede for us, and we behold a Sovereign whose dominion is our salvation and rest.
