Earlier text
Then the fire of the LORD fell and consumed the sacrifice, the wood, the stones, and the dust, and it licked up the water in the trench. When all the people saw this, they fell facedown and said, “The LORD, He is God! The LORD, He is God!”
The second beast (false prophet) performing "great signs to cause even fire from heaven to come down to earth" is a satanic parody of Elijah's Mount Carmel miracle (1 Kings 18:38-39), where fire from heaven consumed the sacrifice and proved YHWH's sovereignty over Baal. On Carmel, fire from heaven authenticated the true God against the false; in Revelation 13, the same sign is counterfeited to authenticate the false god (the beast). The irony is deliberate: the very sign that once exposed false worship is now co-opted by the false prophet to promote false worship. This inverts the Elijah tradition: instead of fire proving YHWH's uniqueness, it deceives the world into beast-worship. The allusion warns that signs and wonders alone cannot authenticate truth — even miraculous fire can serve deception. Readers must discern by the content of the message, not merely the impressiveness of the sign.
