Bring the best of the firstfruits of your soil to the house of the LORD your God. You must not cook a young goat in its mother's milk.
Significance
Numbers 15:18 introduces the offering of firstfruits from dough upon entering the promised land, while Exodus 23:19 commands "Bring the best of the firstfruits (רֵאשִׁית בִּכּוּרֵי, reshit bikkurey) of your soil to the house of the LORD your God." Both texts legislate the principle that the first portion of the land's produce belongs to God, but Numbers specifies dough (עֲרִיסָה, 'arisah) rather than raw agricultural produce. The Numbers legislation presupposes settlement in the land ("when you enter the land to which I am bringing you"), showing confidence in the promise even during wilderness wandering after the spy rebellion of the immediately preceding chapters.

Longitudinal Theme — Exodus 23:19's firstfruits command and Numbers 15:18's dough-offering law legislate the same first-portion-to-God principle, one strand of the firstfruits theme that runs through the canon to its culmination in Christ the firstfruits (1 Corinthians 15:20).
