"Speak to the Israelites and say, 'When you enter the land that I am giving you and you reap its harvest, you are to bring to the priest a sheaf of the firstfruits of your harvest.
Significance
Both texts regulate firstfruits offerings contingent on entering the promised land. Leviticus 23:10 commands: "When you enter the land I am going to give you and you reap its harvest, bring to the priest a sheaf of the first grain you harvest." Numbers 15:18 similarly opens with "When you enter the land to which I am bringing you," then requires an offering from the first dough. The shared introductory formula כִּי תָבֹאוּ אֶל הָאָרֶץ (ki tavo'u 'el ha'arets, "when you enter the land") ties both laws to the promise of possession, while the different produce -- raw sheaf (Leviticus) versus processed dough (Numbers) -- shows two complementary aspects of dedicating the land's bounty to God.

Connection Method(s)
Longitudinal Theme — both laws, opened by the identical formula "When you enter the land" (כִּי תָבֹאוּ אֶל הָאָרֶץ), are parallel installments of the canon-wide firstfruits motif (sheaf and dough as complementary dedications of the land's bounty), the theme that runs forward to Christ as "the firstfruits of those who have fallen asleep" (1 Corinthians 15:20).
