you must surely put the inhabitants of that city to the sword. Devote to destruction all its people and livestock. And you are to gather all its plunder in the middle of the public square, and completely burn the city and all its plunder as a whole burnt offering to the LORD your God. The city must remain a mound of ruins forever, never to be rebuilt. Nothing devoted to destruction shall cling to your hands, so that the LORD will turn from His fierce anger, grant you mercy, show you compassion, and multiply you as He swore to your fathers,
If anyone sacrifices to any god other than the LORD alone, he must be set apart for destruction.
Significance
Exodus 22:20 prescribes that "If anyone sacrifices to any god other than the LORD alone, he must be set apart for destruction" (יָחֳרָם, yocharam, from חֵרֶם, cherem). Deuteronomy 13:15-17 develops this into a comprehensive procedure for dealing with an entire city that has been led into idolatry: the inhabitants must be put to the sword, the city and all its spoil burned as a whole burnt offering (כָּלִיל, kalil) to the LORD, and the site never rebuilt. The progression from individual execution (Exodus) to total civic destruction (Deuteronomy) reflects the severity of corporate apostasy—when an entire community turns to other gods, the חֵרֶם ban extends to the city itself, preventing contamination of surrounding communities.

Connection Method(s)
Redemptive-Historical Progression — the individual חֵרֶם of Exodus 22:20 (יָחֳרָם) is developed into full procedure for a city led astray — sword, total burning as כָּלִיל to the LORD, never rebuilt — exclusive covenant loyalty carried forward into corporate law for the land.
