When the LORD your God brings you into the land that you are entering to possess, and He drives out before you many nations—the Hittites, Girgashites, Amorites, Canaanites, Perizzites, Hivites, and Jebusites, seven nations larger and stronger than you—

Earlier text

Exodus 34:11BSB

Observe what I command you this day. I will drive out before you the Amorites, Canaanites, Hittites, Perizzites, Hivites, and Jebusites.

Significance

Exodus 34:11 lists six nations God will drive out (גֹּרֵשׁ, goresh) before Israel — "the Amorites, Canaanites, Hittites, Perizzites, Hivites, and Jebusites." Deuteronomy 7:1 repeats this list with the addition of the Girgashites (making seven nations) and expands the mandate: not only will God drive them out, but Israel must "devote them to complete destruction" (הַחֲרֵם תַּחֲרִים, hacharem tacharim). Deuteronomy intensifies the Exodus command by specifying the חֵרֶם (cherem, "ban/devotion to destruction") and adding prohibitions on intermarriage (v. 3) and treaty-making (v. 2). The Deuteronomic expansion makes explicit the practical requirements only implied in the briefer Exodus formulation, as Moses prepares the next generation for actual conquest.

Redemptive-Historical Progression — the Sinai covenant-renewal pledge that God will drive out the six nations (Exod 34:11) is re-promulgated on the plains of Moab with the list grown to seven and the mandate sharpened to חֵרֶם (cherem), as the promise moves to the brink of execution in the conquest.
