2 Samuel 24:1BSB

Again the anger of the LORD burned against Israel, and He stirred up David against them, saying, "Go and take a census of Israel and Judah."

Significance

Exodus 30:11 ("Then the LORD said to Moses") introduces the census-tax legislation — "When you take a census of the Israelites to number them" (v. 12) — prescribing a half-shekel כֹּפֶר (kopher, "ransom") to prevent plague (נֶגֶף, negeph). David's census in 2 Samuel 24:1 resulted in exactly the disaster Exodus warned against — a devastating plague killing seventy thousand. The thematic connection — a numbering followed by the plague Exodus 30:12 warns of — links David's census to the Mosaic legislation; the counting verbs differ (מָנָה / פָּקַד) and the plague words are cognate but distinct (מַגֵּפָה / נֶגֶף), so the dependence is conceptual, not a shared-lexeme citation. David apparently conducted his military census without the prescribed ransom payment, treating God's people as a royal military asset rather than a redeemed community belonging to the LORD.

Longitudinal Theme — the census-ransom thread: the legislation opened at Exodus 30:11 requires a ransom (כֹּפֶר) at every numbering so that "no plague will come upon them," and David's unransomed census issues in exactly that plague (נֶגֶף), halted only by atoning sacrifice at the threshing floor (2 Sam 24:25) — the thread of atonement for God's numbered people
