As for all the people who remained of the Amorites, Hittites, Perizzites, Hivites, and Jebusites (the people who were not Israelites)— their descendants who remained in the land, those whom the Israelites were unable to devote to destruction—Solomon conscripted these people to be forced laborers, as they are to this day.
When the LORD your God brings you into the land that you are entering to possess, and He drives out before you many nations—the Hittites, Girgashites, Amorites, Canaanites, Perizzites, Hivites, and Jebusites, seven nations larger and stronger than you— and when the LORD your God has delivered them over to you to defeat them, then you must devote them to complete destruction. Make no treaty with them and show them no mercy.
Significance
Deuteronomy 7:1-2 commanded Israel regarding the seven Canaanite nations: "you must devote them to complete destruction (הַחֲרֵם תַּחֲרִים, hacharem tacharim). Make no treaty with them." In 1 Kings 9:20-21, the text explicitly notes that Solomon conscripted the descendants of these same nations, "those whom the Israelites were unable to devote to destruction" (לֹא יָכְלוּ בְנֵי יִשְׂרָאֵל לְהַחֲרִימָם), using the identical root (חרם). The verbal echo underscores the gap between the Deuteronomic command and Israel's historical achievement — the incomplete conquest left remnant populations that Solomon pragmatically absorbed into his building workforce rather than eliminating. This incomplete herem carries lasting consequence: it feeds directly into the syncretism and idolatry Moses had warned that coexistence with these nations would produce (Deuteronomy 7:4).

Contrast — the narrator's own vocabulary sets command against outcome: Deuteronomy 7:2 orders הַחֲרֵם תַּחֲרִים ("you must devote them to complete destruction"), and 1 Kings 9:21 records, with the identical root חרם, the descendants "whom the Israelites were unable to devote to destruction" now conscripted as Solomon's forced labor. The deliberate verbal echo measures the monarchy's practice against the Deuteronomic mandate, the shortfall feeding the syncretism Deuteronomy 7:4 warned coexistence would breed.
