Significance

Both texts record Josiah sending Shaphan the scribe to oversee temple repairs in his 18th year, during which Hilkiah the priest discovers the Book of the Law (סֵפֶר הַתּוֹרָה). Kings dates this to Josiah's 18th year (2 Kgs 22:3); Chronicles agrees but has already described six years of prior reform activity (2 Chr 34:3-7). Both emphasize that the Torah scroll was found during temple renovation — suggesting it had been lost or hidden during the long reigns of Manasseh and Amon. The discovery of Torah within the temple walls connects the physical restoration of God's house to the spiritual rediscovery of God's word.

Redemptive-Historical Progression — Both verses open the same eighteenth-year commission of Shaphan to the house of the LORD (2 Kings 22:3 // 2 Chronicles 34:8), the repair project in which the Book of the Law is found; the Chronicler re-presents Kings' notice with the added purpose "to cleanse the land and the temple," folding the scroll's discovery into a reform already underway since Josiah's twelfth year (34:3) and so advancing the account for the post-exilic community rebuilding God's house.
