The king commanded all the people, "Keep the Passover of the LORD your God, as it is written in this Book of the Covenant."
Significance
Both texts record Josiah commanding the people to "keep the Passover (פֶּסַח, pesach) of the LORD your God, as it is written in this Book of the Covenant." Kings summarizes the celebration in three verses; the Chronicler expands to 19 verses with extensive detail about priestly and Levitical preparations, the distribution of Passover animals (30,000 lambs and kids, plus 3,000 cattle from Josiah's own provision), and the proper liturgical order. Both note the unprecedented nature of this Passover — the greatest since the days of the judges (Kings) or since the time of Samuel (Chronicles).

Redemptive-Historical Progression — 2 Kings 23:21 preserves the bare royal command ("Keep the Passover of the LORD your God, as it is written in this Book of the Covenant"), and the post-exilic Chronicler carries the same event forward in the history of redemption, opening a full liturgical account with the feast actually kept "on the fourteenth day of the first month" (2 Chr 35:1) — the covenant meal recovered under Josiah and held out to the restoration community on the way to Christ our Passover.
