Earlier text
The scepter will not depart from Judah, nor the staff from between his feet, until Shiloh comes and the allegiance of the nations is his.
Psalm 2:8-9 promises the anointed king, "I will make the nations Your inheritance," and the power to "break them with an iron scepter (שֵׁבֶט בַּרְזֶל, shevet barzel)." Genesis 49:10 prophesies that "The scepter (שֵׁבֶט, shevet) will not depart from Judah... until Shiloh comes and the allegiance of the nations is his." Both texts use שֵׁבֶט (shevet, "scepter/rod") in the context of universal dominion extending beyond Israel to all nations/peoples. Jacob's blessing on Judah establishes the tribal origin of the royal line, while Psalm 2 dramatizes the enthronement moment when this Judahite king receives universal authority. The Psalm's scope — "ends of the earth" — develops the scope of Genesis 49's "allegiance of the nations."
