Joshua 10:10BSB
And the LORD threw them into confusion before Israel, who defeated them in a great slaughter at Gibeon, pursued them along the ascent to Beth-horon, and struck them down as far as Azekah and Makkedah.
Isaiah 28:21 refers to the LORD rousing Himself "as in the Valley of Gibeon" (כְּעֵמֶק בְּגִבְעוֹן, ke'emeq beGiv'on), recalling Joshua 10:10 where "the LORD threw them into confusion before Israel" at the battle of Gibeon — one of Israel's most miraculous military victories, accompanied by hailstones from heaven and the sun standing still. Isaiah takes this paradigmatic act of divine warfare for Israel and threatens its reversal: God will now direct the same devastating power against His own unfaithful people. This is what Isaiah calls God's "strange work" — the same God who fought for Israel at Gibeon will fight against Israel with equal ferocity. The verb behind "threw... into confusion" is הָמָם (hamam) — the same divine unraveling of the enemy's ranks that Isaiah now threatens to unleash against Israel itself.
