Earlier text
Genesis 9:8BSB
Then God said to Noah and his sons with him,
Isaiah 54:9 receives the Noahic covenant of Genesis 9: "To me this is like the days of Noah, when I swore that the waters of Noah would never again cover the earth. So now I have sworn not to be angry with you." The later text (Isaiah) invokes the earlier (Genesis 9's irrevocable "never again" oath) as the paradigm for God's oath-bound ḥesed toward restored Zion — the proven permanence of the oldest universal covenant grounding eschatological hope.
Note: This is the sparser near-duplicate of Isaiah 54.9 to Genesis 9.8-17, which is the fuller, canonical entry (cited by TT 008).
