And I will come down and speak with you there, and I will take some of the Spirit that is on you and put that Spirit on them. They will help you bear the burden of the people, so that you do not have to bear it by yourself.
Isaiah 63:11 recalls Moses' leadership and asks "Where is He who put His Holy Spirit (רוּחַ קָדְשׁוֹ, ruach qodsho) in their midst?" — recollecting the divine bestowal of the Spirit during the wilderness period. Numbers 11:17 records that foundational event: God told Moses "I will take some of the Spirit (רוּחַ, ruach) that is on you and put it on them" — the seventy elders who would share Moses' burden. Isaiah's penitential prayer remembers this Spirit-endowment as a past grace now seemingly absent. The question "Where is He who put His Holy Spirit among them?" is not theological doubt but liturgical lament — pleading for a fresh outpouring of the same Spirit that once equipped Moses and the elders for leadership.
