Earlier text

Then the LORD came down in the cloud and spoke to him, and He took some of the Spirit that was on Moses and placed that Spirit on the seventy elders. As the Spirit rested on them, they prophesied—but they never did so again.

Significance

This intertextual connection develops pneumatology through Israel's Scriptures. What Isaiah 63 reveals about God's Spirit, Numbers 11 expands. The Spirit who hovered over creation, empowered judges, and inspired prophets is poured out through Christ (Acts 2:33) to indwell all believers. Isaiah's phrase "His Holy Spirit" (רוּחַ קָדְשׁוֹ, ruach qodsho) is one of only three occurrences of this exact expression in the Old Testament, underscoring how precisely Isaiah's lament ties back to the Numbers event.
