This is what the Lord GOD says: No foreigner uncircumcised in heart and flesh may enter My sanctuary—not even a foreigner who lives among the Israelites. Surely the Levites who wandered away from Me when Israel went astray, and who wandered away from Me after their idols, will bear the consequences of their iniquity. Yet they shall be ministers in My sanctuary, having charge of the gates of the temple and ministering there. They shall slaughter the burnt offerings and other sacrifices for the people and stand before them to minister to them. Because they ministered before their idols and became a stumbling block of iniquity to the house of Israel, therefore I swore with an uplifted hand concerning them that they would bear the consequences of their iniquity, declares the Lord GOD. They must not approach Me to serve Me as priests or come near any of My holy things or the most holy things. They will bear the shame of the abominations they have committed. Yet I will appoint them to keep charge of all the work for the temple and everything to be done in it. But the Levitical priests, who are descended from Zadok and who kept charge of My sanctuary when the Israelites went astray from Me, are to approach Me to minister before Me. They will stand before Me to offer Me fat and blood, declares the Lord GOD. They alone shall enter My sanctuary and draw near to My table to minister before Me. They will keep My charge.
So the LORD said to Aaron, "You and your sons and your father's house must bear the iniquity involving the sanctuary. And you and your sons alone must bear the iniquity involving your priesthood. But bring with you also your brothers from the tribe of Levi, the tribe of your father, that they may join you and assist you and your sons before the Tent of the Testimony. And they shall attend to your duties and to all the duties of the Tent; but they must not come near to the furnishings of the sanctuary or the altar, or both they and you will die. They are to join you and attend to the duties of the Tent of Meeting, doing all the work at the Tent; but no outsider may come near you. And you shall attend to the duties of the sanctuary and of the altar, so that wrath may not fall on the Israelites again. Behold, I Myself have selected your fellow Levites from the Israelites as a gift to you, dedicated to the LORD to perform the service for the Tent of Meeting. But only you and your sons shall attend to your priesthood for everything concerning the altar and what is inside the veil, and you are to perform that service. I am giving you the work of the priesthood as a gift, but any outsider who comes near the sanctuary must be put to death."
Significance
Ezekiel 44:9-16 restructures the Levitical priesthood established in Numbers 18:1-7 by distinguishing between ordinary Levites (demoted for past idolatry) and the Zadokite priests (elevated for faithfulness). Numbers 18 assigns Levites to guard the tabernacle and serve the priests, while only Aaron's descendants may approach the altar. Ezekiel preserves this two-tier structure but regrounds it in moral qualification: the Levites are restricted to slaughtering sacrifices and serving as gatekeepers because they "wandered away from Me after their idols" (44:10), while the בְּנֵי צָדוֹק (beney Tsadoq, "sons of Zadok") who "kept charge of My sanctuary" (44:15) retain full priestly access. The passage transforms inherited status into earned faithfulness as the basis for priestly privilege. Numbers 18 grounds the boundary in the term זָר (zar, "unauthorized outsider"), the same category of illegitimate access that Ezekiel's moral reordering now applies internally, to unfaithful Levites rather than only external strangers.
