Jacob called the place where God had spoken with him Bethel.

Significance

Genesis 35:15 records Jacob naming the place where God spoke with him בֵּית־אֵל (beth-el, "house of God"), and Hosea 12:4 recalls this same encounter: "he found Him at Bethel and spoke with Him there." Hosea draws on the patriarchal Bethel tradition to indict Israel's current corruption of that very site, which by his day had become a center of idolatrous worship. The prophet's point is that the God who met Jacob at Bethel and renewed the covenant is the same LORD whom Israel now dishonors at that location. By echoing the Genesis narrative, Hosea sharpens the contrast between Jacob's genuine encounter with God and his descendants' faithless worship.

Contrast — Hosea recalls the Bethel where God spoke with Jacob in order to expose what Bethel has become: the site of genuine covenant encounter now hosts calf worship, and the patriarch's meeting with God stands as the measure against his descendants' faithless cult at the same place
