For this is what the LORD of Hosts says: "Once more, in a little while, I will shake the heavens and the earth, the sea and the dry land.

Significance

On a single day (Hag 2:20), Haggai's final oracle to Zerubbabel deliberately resumes the cosmic-shaking word he had spoken earlier that month to the whole remnant. Haggai 2:6 promises, "Once more, in a little while, I will shake (מַרְעִישׁ, marʿîš) the heavens and the earth, the sea and the dry land," terminating in the temple filled with glory (2:7-9); Haggai 2:21-22 restates the same shaking-verb (רעשׁ) and the same heavens-and-earth merism — "I am about to shake the heavens and the earth: I will overturn royal thrones and destroy the power of the kingdoms of the nations" — but now narrows the cosmic frame to a political-Davidic terminus, the overthrow of the world's thrones that clears the ground for Zerubbabel's elevation as Yahweh's chosen signet ring (2:23). This is the prophet's own internal restatement, so the link is Allusion rather than quotation; the method is primarily Redemptive-Historical Progression — the same oracle advanced from its cosmic-temple horizon to its Davidic-royal terminus, carrying the storyline forward toward the Messianic seed — and not typology, because the pair is the author's resumptive echo, not a type/antitype correspondence (the Zerubbabel-signet typology lives downstream, not in this intra-Haggai link). Secondarily it is Promise-Fulfillment: the signet promise reverses Jeremiah 22:24, where Coniah was the signet torn off Yahweh's hand, and re-plants the Davidic line whose terminus the Gospels route through Zerubbabel to Christ (Matt 1:12-13; Luke 3:27). The shaking that topples every made throne therefore does not end in mere upheaval but in the security of the King through whom the unshakeable kingdom comes (Heb 12:26-28). And here is the savor: the believer who feels the ground of every earthly power trembling is invited not to dread but to delight — for the same shaking that removes all that can be shaken sets the chosen Signet, Christ, immovably upon the throne, so that to behold Him is to find the one resting-place no judgment can overturn.
