Jesus’ promise, “you will receive power when the Holy Spirit comes upon you, and you will be My witnesses” (Acts 1:8), is the pledge Pentecost fulfills — the outpouring Joel foresaw: “I will pour out My Spirit on all people” (Joel 2:28-29). What the Old Testament reserved for prophets, priests, and kings is now promised to all the LORD’s servants, sons and daughters, menservants and maidservants alike. Isaiah joined the same hope to the renewal of the land (“until the Spirit is poured out upon us from on high,” Isaiah 32:15) and Ezekiel to the gift of a new heart (Ezekiel 39:29). Luke gathers these promises into one: the Spirit poured out constitutes the new-covenant community, marked no longer by ethnic descent but by Spirit-wrought faith and witness to Christ. The power given is not for spectacle but for testimony — the Spirit’s whole aim is to make the risen Jesus known to the ends of the earth.
