Earlier text

Joel 2:28-29BSB

And afterward, I will pour out My Spirit on all people. Your sons and daughters will prophesy, your old men will dream dreams, your young men will see visions. Even on My menservants and maidservants, I will pour out My Spirit in those days.

Significance

"The gift of the Holy Spirit had been poured out even on the Gentiles" (Acts 10:45). Luke's verb "poured out" (echoing Acts 2:17-18, 33) reaches back through Peter's Pentecost sermon to its source in Joel: "I will pour out My Spirit on all people. Your sons and daughters will prophesy, your old men will dream dreams, your young men will see visions" (Joel 2:28-29). Joel promised an outpouring that would fall on old and young, menservants and maidservants — a democratizing of the Spirit beyond the prophets and kings of the old order. At Cornelius's house that "all people" is shown to include the nations: the Gentiles receive the identical gift, sealing them as full members of the new-covenant community not by ethnic descent but by Spirit-wrought faith. The connection is promise-fulfillment reaching its widest term — the Spirit whom the Father poured out through the exalted Christ (Acts 2:33) now poured out on Gentile flesh, so that the covenant sign of the last days rests on all who believe.
