Against their false refuge of lies, Yahweh declares He is laying a sure foundation in Zion: a tested stone, a precious cornerstone. Those who believe in this foundation will not be shaken or panic when judgment comes. But those who trust in lies will see their refuge swept away by hail and flooding waters.

Christological Connection: Jesus Christ is the Stone God laid in Zion—the tested, precious cornerstone, the sure foundation.
